Finland’s state-owned gambling operator is preparing to move beyond its domestic market, joining forces with Viaplay to introduce a new betting and gaming brand in two Nordic countries from July 2027.
Finland’s gambling market is approaching a major transformation, and Veikkaus is already preparing for a future in which competition will extend well beyond its traditional domestic position.
The state-owned operator has announced a commercial partnership with Viaplay Finland and Viaplay Denmark to launch Viabet, a new gaming brand that will operate in both countries from 1 July 2027. The launch date is particularly significant: it coincides with the planned opening of Finland’s newly licensed gambling market.
For Veikkaus, the move represents its first direct expansion into the international business-to-consumer gambling market.
A new strategy built around sports and gaming
Under the agreement, Viabet will be developed, owned and operated by Veikkaus, while Viaplay will contribute selected media content, sports expertise and its established presence in the Nordic entertainment market.
The partnership reflects a growing trend across the gambling industry: operators are increasingly looking beyond traditional betting products to build stronger connections between sports content, entertainment and digital gaming experiences.
Viaplay’s sports portfolio could provide an important competitive advantage, particularly in markets where established brands already have strong customer recognition.
For Veikkaus, combining its gaming technology, customer experience capabilities and sports data expertise with Viaplay’s media presence offers an opportunity to build a differentiated proposition rather than simply entering the market with another betting platform.
Why Denmark matters
The Danish market is already competitive, with established international operators and a regulated framework that requires new entrants to meet demanding licensing and compliance standards.
Entering Denmark therefore represents a meaningful strategic step for Veikkaus. The company will need to compete not only through its product offering, but also through brand positioning, customer acquisition, technology and responsible gambling measures.
The Finnish market is also entering a new phase. The transition towards a licensing-based system is expected to reshape competition, creating opportunities for operators while placing greater emphasis on regulatory compliance.
Launching Viabet on the same date as the Finnish market opening allows Veikkaus to prepare for this new competitive environment while pursuing growth outside its home market.
From B2B supplier to international consumer operator
Veikkaus has already developed an international presence through its B2B subsidiary Fennica Gaming, which has supplied gaming technology and solutions to customers in multiple countries since 2022.
However, Viabet marks a different stage in the company’s development. Instead of supplying products to other businesses, Veikkaus will be building its own consumer-facing brand in foreign markets.
This distinction is important in an industry where scale, brand recognition and customer relationships increasingly influence long-term competitiveness.
What comes next?
The Viabet launch is still several months away, leaving time for product development, market preparation and regulatory requirements.
The bigger question is whether Veikkaus can successfully translate its domestic experience into an international consumer business.
If the strategy works, the partnership could become a model for other state-backed operators looking to compete in liberalised gambling markets.
For the Nordic iGaming sector, the message is clear: market liberalisation is not only creating opportunities for international operators. It is also encouraging established national companies to think internationally.
